  18. <p>     During his interview with TIME's Nairobi bureau chief
  19. Marguerite Michaels, the President talked about his old Marxism
  20. and his new ideas.
  21. </p>
  22. <p>     Q. You ran a successful Marxist insurgency. What's
  23. different about running a democratic country?
  24. </p>
  25. <p>     A. Running an army is dealing with a group of highly
  26. motivated people with the same ideals, willing to undergo
  27. hardships. Now it's a very wide country with varying and
  28. contradictory interests. People are not willing to endure the
  29. same hardships.
  30. </p>
  31. <p>     Q. By dividing the regions along ethnic lines, don't you
  32. risk tribal violence?
  33. </p>
  34. <p>     A. Trying to bury the differences has always been the
  35. problem. Let it be out in the open. I'm not unduly worried about
  36. these clashes here and there. Sooner or later there will be a
  37. new platform of accommodation and understanding.
  38. </p>
  39. <p>     Q. Why won't you allow private ownership of land?
  40. </p>
  41. <p>     A. Let the peasant farmers alone. There's no need for
  42. those with money to compete with the peasant farmers. If
  43. democracy is based on the elite, it will fail as it has failed
  44. everywhere else in Africa.
  45. </p>
  46. <p>     Q. Peasants and workers. The language in your economic
  47. plan smacks of socialism.
  48. </p>
  49. <p>     A. The terms were not created by Marx. Here 90% of the
  50. population is peasants. For democracy to flourish in Africa you
  51. have to involve the population. Without rational economic
  52. policies you can't involve the population. Without democracy you
  53. cannot make rational economic policies work.
  54. </p>
  55. <p>     Q. Given your Marxist background, some people are asking,
  56. "When will the real Meles Zenawi emerge?"
  57. </p>
  58. <p>     A. Any attempt to improve life on earth will fail if it
  59. doesn't include the peasantry. That's my Marxism.
